Minutes of the Parish Council Meeting held on 11 November 2014  

at the Banks Community Centre,  Hoole Lane.

Public Participation

 

  • Only one light working on outside of Community Centre, two lights not working. Clerk to check with Dawn to ascertain if maintenance agreement in place and, if not, to implement one accordingly
  • Footpath by the Spid is damaged, Clerk to check with WLBC to seek if warranty on tarmac is in place and to facilitate repair as necessary

Apologies received from James O’Hare (sick) and Steven Douglas (work). Not received from John Baldock and noted not in attendance for third successive month

114/14 To discuss how to utilise S 106 Monies

 

  • Quotes requested but still outstanding in respect of drainage to field. Clerk to chase but also contact clerk at Tarleton, who had work done there and perhaps obtain additional quote from their contractor
  • Clerk to check Standing Orders with procedures necessary to obtain quotes
  • Clerk to update councillors ahead of next meeting

 

115/14 To discuss developments in respect of Spid

 

  • Clerk had returned agreement to nursing home
  • Response awaited
  • As soon as response received we can progress

 

116/14 To consider and discuss car park at St Stephens

 

  • Agreement document now received from WLBC
  • Letter sent to WLBC requesting what action now needed
  • Clerk to expedite as soon as response received
  • Meantime, committee undertaken two meetings to progress matters
  • Now need to force club to resolve outstanding matter in respect of access situation

 

117/14 To discuss commemoration of WW1

 

  • Cllr Blane to liaise with Kath Prince and report back to next meeting
  • To be retained as an agenda item pending developments

 

118/14             To discuss developments in respect of Green Lane link

 

  • We were advised that the proposed link scheme had now been deferred until 2019/20 ‘if money available’ and discussion ensued accordingly
  • Clerk to write to John Fillis objecting to the delay
  • Also, to contact Tarleton and Hesketh Parish Councils to discuss possible public meetings
  • Working committee to be formed initially with Cllrs Blane and Barron

  • Pleasing to note Care Home staff appear to be recruited locally (up to 60%)
