Minutes of the Parish Council Meeting held on 11 March 2014

at the Banks Community Centre, Hoole Lane.

Public Participation

 

  • Margaret Saynor, a resident of Hesketh Bank, suggested that a ‘Bereavement Support Group’ be set up in Banks. Requested use of the Community Centre, 2 hours once a fortnight, to support people who had lost their spouse. Cllr Blane to liaise and take matters forward if appropriate and report back at subsequent meeting.
  • The responsibility for trees in a closed churchyard was brought forward and a ‘NALC Legal Topic Note’ was handed to the clerk, who is to take matters forward accordingly
  • The unrestricted section of the A565 was raised as there had been yet another accident on that section. Clerk to write to County requesting that it be restricted to 50 mph

We were advised that Cllr Douglas was on annual holiday therefore not present

184/13 Minutes of the previous meeting

 

No amendments were considered necessary. Minutes from meeting of 11 February 2014 signed off

 

185/13 Update in respect of Toddler Group, CAB, Food Bank, and Post Office

 

  • Previously advised that toddler group idea not proceeding
  • Council had previously decided not to proceed with CAB initiative and this had been advised to CAB by clerk. CAB requested that if lack of confidentiality could be overcome, then would we reconsider our stance. Decided that if CAB used their own personnel rather than ours then we may reconsider. Clerk to take forward with CAB
  • Post Office now going through their own procedure but on track to open early April

  • No police present (see below for PACT meeting details)

 

187/13 Clerk’s progress report on decisions taken at last meeting.

 

  • Sent letters to ‘English Nature’, ‘Southport Wildfowl Association’, and LCC re footpath applications
  • Contacted WLBC (Colin Brady) to arrange for road sign to identify ‘Old Hollow Lane’
  • Contacted WLBC (Gary Peter) to ascertain if there is permission for sign on Guinea Hall Lane but was advised they didn’t need any
  • Sent letter headed confirmation to Food Bank
  • Obtained update from Post Office as to where they are up to in consultation process (see 185/13 above)
  • Obtained insurers letter from Mike Drittler at St Stephens about their car park issue
  • Contacted LCC (Malcolm Barron) to find out when our Aviva contract expires and awaiting details
  • Wrote to WLBC (Rob Hitchcock) to seek meeting with him in Ormskirk to discuss way forward in respect of S !06 monies. Response awaited
  • Placed order for tarmac at Community Centre
  • Progressing enquiries and obtaining quotes for Website

191/13 To discuss how to utilise S 106 monies

 

Written to WLBC requesting meeting to discuss and awaiting response

 

192/13 To consider and discuss car park at St Stephens

 

Working party comprising clerk and Cllrs O’Hare and Lennon to meet up with representatives of the club.

 

193/13 To discuss Website requirements

 

Clerk had requested quotes for Website construction and awaiting responses

 

194/13 To discuss sewers and drainage in Chapel Lane

 

We were advised that this had been an ongoing problem for five years and the drainage system, despite several liners being installed, still wasn’t working properly. It was agreed that the clerk would contact United Utilities and invite someone from them to attend a meeting at the Community Centre, possibly prior to a forthcoming meeting.

 

195/13To discuss position in respect of the Environment Agency and stance the Parish Council are to adopt (if any)

 

  • We were advised that a further meeting had been held by the Environment Agency but no real progress made
  • It was generally agreed that WLBC, LCC, our local MP and even the Prime Minister should be involved to take action to prevent the possibility of prime agricultural land being flooded in our locality.
  • Cllr Blane had a letter that had previously been used, and he is to provide clerk with a copy for clerk to then compose suitable letters to all of the above and circulate them to all Cllrs for approval prior to sending them out

 

196/13 To discuss position in respect of criminal damage to signage and fencing on land adjacent to Charnleys Lane

 

  • This item had been prompted by correspondence received from Amy Hargreaves who advised of several examples of vandalism, which she thinks is connected to an application for footpaths which the Council are the applicants (Agenda item 31/12 from June 2012).
  • We had also received correspondence from P C Mark Woolston, who had also been contacted by Amy Hargreaves, requesting that the Council arrange a meeting with the group behind the footpath application, to reiterate that criminal damage will not be tolerated and action would be taken accordingly
  • Council discussed and, in the absence of positive identification of perpetrators it would be dangerous to contact anyone on the presumption that it was them
  • Instead, clerk to write to Police Superintendent advising that whilst the Council in no way or shape would condone criminal acts, this was a Police matter, not a council matter, and the police should make extra efforts to apprehend those responsible.
  • Meantime, clerk to compose notice for Public Notice Boards advising that criminal damage would not assist in the application for footpaths procedure

c)      Community Centre– Food Bank imminent. Bereavement Counselling to be taken forward

f)       Health Issues (Cllr O’Hare) – Doctors cannot cover Carnival

g)      Banks Carnival –‘It’s a Knockout’ booked. Newsletter going out shortly

h)      Health & Safety -Cllr Douglas nominated for First Aid course

i)        Finance – Nothing to report

 

198/13 Update from West Lancashire Borough Councillor

 

  • Budget set with nil increase fro WLBC and NMPC. Unfortunately, LCC, Police, and Fire have all increased by 1.99%
  • Chapel Lane – Planning permission will probabvly need new planning application
  • Police not supporting walking days
  • Blue bins are not mandatory
  • Conservatives have nominated Malcolm Barron as prospective Borough Councillor for Banks
