Parish Clerk David Maughan not present due to illness
Public Participation
- Three members of the public were present
- One member was concerned as Gravel Lane was closed and bus service 347 had been suspended
- Cllr Blane advised that the road was due for repair in September after which the bus service would be resumed
- Parish Council were to write to Keith Iddon at LCC
- It was deemed that the ten second filter at Tarleton lights was too short
- Comment that Gravel Lane didn’t have either rubbish or dog bins – Cllr Blane to request one or both from WLBC
- Brooklyn Park had no recycling bin and there were none in either Banks or Tarleton
- Stone had been tipped in a gateway in Gravel Lane and was blocking the footpath – Cllr Abram to investigate
- The Parish Council co-opted on Brenda Wright and Steven Douglas
23/19 Apologies
- Cllrs Howard and O’Hare had submitted apologies whilst clerk David Maughan was incapacitated
- Cllr Lockie had sent in a letter of resignation – Clerk to contact her to request return of keys but check first if she is allowed them as Borough Councillor to allow her to hold surgeries in the Community Centre in that capacity

25/19 Minutes of the previous meeting
- Approved although Clerk to add on that Cllr Blane had attended the Health meeting as well as Cllr Hames
26/19 Police Report (verbal)
- Not present
- Clerk to write to Police Commissioner about lack of attendance at our meetings
27/19 Clerk’s progress report on decisions taken at last meeting.
- Nothing other than what is covered by other agenda items
28/19 Clerk’s report on any urgent decisions taken since last meeting

29/19 Finance
- List circulated
- Agreed that payments of Accounts since the last meeting are ratified and invoices now presented on the payment schedule are approved and cheques signed by authorised signatories accordingly
30/19 Correspondence for Information
- Schedule of correspondence received circulated to all councillors
31/19 To discuss and consider what action may be necessary in respect of the travellers sites(s) in the Parish
- Clerk to write to West Lancashire Borough Council solicitor to ascertain position in respect of the unenforced Eviction Order for Aveling Drive South and position in respect of other sites within the Parish
32/19 To discuss and consider what playground improvements are necessary to be taken forward
- Clerk to contact playground providers ‘Yates’ to arrange meeting to take matters forward
- To remain as an agenda item for forthcoming meetings
33/19 To discuss what action to be taken in respect of dog fouling
- Cllr Blane to contact WLBC to request bins which need replacing
- Posters to be ordered to place around the village
34/19 To receive reports and recommendations from Members representing the Council on working groups and outside bodies

35/19 Updates from West Lancashire Borough Councillor
- Cllr Blane reports that WLBC had spent large amounts of money on Skelmersdale and also on the local plan
36/19 Planning
- Agreed that Councillors could check details and get back to clerk if any specific action was required
- Otherwise, agreed that all matters were in order and no action to be taken forward to WLBC in respect of other planning matters
