Public Participation
- 8 – 10 Station Road remains an issue. Soil deposited there is causing problems and could be polluted. To be taken forward by Clls Baldock and Blane
- Where are we up to with refurbishment of War Memorial. Clerk to enquire via WLBC (Ian Bond)
- Public Right of Way blocked at Aveling Drive/Chipping Manor. Clerk to make enquiries and report back
- Dog fouling getting worse. Cllr Blane advised there was a big PR campaign last year and is to reintroduce via banners going back up
- Speeding buses are an accident waiting to happen. Cllr Abram to bring up via PACT meeting

142/13 Minutes of the previous meeting
No amendments were considered necessary. Minutes from meeting of 10 December 2013 signed off
143/13 ‘Stay and Play’ toddler group
- Request from Anne Cookson to use the Community Centre
- Funding obtained from WLBC
- Venue needed for one morning per week
- Given this request, and others from Post Office, Food Bank, and CAB, decided to hold an extra-ordinary meeting – to include Dawn Cannon
- Arranged for 28 January, at 6.00 pm at Community Centre
144/13 To discuss proposals in respect of Southport Food Bank
As above (143/13), meeting arranged for 28 January to discuss further although, meantime, any Councillor who wants to visit the Southport branch can arrange to do so – Mon-Fri 9.30 – 5.00
145/13Police Report
- No police present (see below for PACT meeting details)
146/13 Clerk’s progress report on decisions taken at last meeting.
- Clerk advised that we could operate Food Bank from Community Centre
- Food Bank would have to have Public Liability cover
- Height restrictor for St Stephens car park would need Planning Permission
- S 106 monies not available for St Stephens car park
- Two quotes obtained for tarmac but another required then Council agreed in principal to proceed with Community Centre car park improvement scheme
- Community Grant monies not available for car park
- Solicitor would need to prepare lease
- Clerk to send letter to WLBC in respect of utilising S 106 monies for potential planning application for Hoole Lane to utilise towards replacement car park elsewhere in village
- Spid post to be erected 25 January (Cllrs Baldock and Abram)

- Letter of Intent has been provided to Dave Buck who now needs to clarify ‘Right of Access’ needs
- Clerk to request Mike Drittler to provide letter from insurance company to clarify their requirements
152/13 To discuss initial proposals for 2014/15 Budget
- Working Group comprising Cllrs Blane, Douglas, and Lennon, and Clerk previously formed
- Further meeting scheduled for 27 January at 5.30 pm at Community Centre to finalise matters ahead of next Parish Council meeting
153/13 To discuss possible utilisation of Community Centre as a Sub Post Office, a Food Bank, and as an extension of Southport CAB
Special meeting arranged for 28 January to discuss further (see 143/13 above)

- Request to discuss position in respect of Environment Agency
- Request to discuss possible future village projects and funding thereof via update of Village Plan
- To investigate potential double yellow lines on one side of Hoole Lane
- To investigate signage that might be available to manage horses in traffic within the village

156/13 Update from West Lancashire Borough Councillor
- Environment Agency stance on Internal Drainage Boards must be challenged or Council Tax will be increased by 7% (unless savings achieved elsewhere) and LCC must reconsider as they are responsible for flood issues. Likely that Government will need to do a ‘U’ turn
- Defribulator at St Stephens School courtesy of Len Wright – now well ahead of target for village
- Budgets now at West Lancs – awaited
